Under which condition does reciprocity not apply?

Furthermore, when a security clearance is revoked, it indicates a clear break in the previously established trust and security measures, thus impacting the applicability of reciprocity. However, in the presence of new derogatory information, the integrity of the individual's record is questioned, and reciprocity no longer applies as the conditions for maintaining a security clearance have been compromised.
